Tottenham and Portsmouth are about £1.5m apart in their valuations of Pompey striker Jermain Defoe, BBC sports editor Mihir Bose understands.
Pompey paid Spurs about £12m for Defoe in 2007 but now want upwards of £15m.
Any deal for Defoe, 26, would also have to take into account monies owed to Tottenham by Portsmouth in deals for Younes Kaboul and Pedro Mendes.
"If Portsmouth do not want to sell a player then we cannot force them to do so," said Spurs boss Harry Redknapp.
Defoe has also been linked with Manchester City and Aston Villa but Tottenham appears his most likely destination.
However, the two clubs are yet to agree a fee for the England striker.
"I think the chairman has made an offer and if it's not enough then we'll move elsewhere," added Redknapp, who left Portsmouth to join Tottenham in October last year.
"The chairman had a meeting with (Portsmouth executive chairman) Peter Storrie and I don't think they could come to an agreement on what he's worth or what we should pay for him.
"The crowd would like him, we'd all like him, but he belongs to Portsmouth. If they want to keep him, it's up to them. It's their decision.
"I have a couple of fantastic options but if we can get the people we want then we will be strong."
Meanwhile, Ghana captain Stephen Appiah arrived at Tottenham on Monday and will train with the club this week with a view to earning a permanent move.
The 28-year-old midfielder, who has been without a club since terminating his contract with Turkish club Fenerbahce in August last year, has previously been linked with Arsenal and West Ham.
